Did Arimo City Council Just Make Round-up Use Illegal in Arimo?

Under 3-1-2 Examples of Nuisances, "A. Offensive or Injurious Substances On Private or Public Property" Clearly the use of weed killer and the cancer deaths created by it have become obvious all over the US. Years later the environmental damages of weed killer are being felt, with the inspirational victory of musk mustard and it's sundry of creative Canola family and friends. Nature is wonderful, but even the magical beauty of variegated red and green plants that were once just ordinary weeds like thistles. Sure there might be a safe level of round-up, but can anyone keep track of how many times they have been sprayed, by the road commission, by homeowners, renters, industries? 3 or 4 times, and than again because the weeds and the mosquitoes live on, long after those spraying them are gone and keep coming back, year after year, with new land freed up by the deaths of the weak, and resistance built on adaption.
Monsanto lied to us about the safety and effectiveness of their chemicals, they did not kill the bugs and the weeds, but instead they killed the birds and the trees. I remember, the gas company paid my father for killing his trees, but my brother's exposure was, from too many sources to count, and no amount of money could replace him.
Surely having to paint the round up directly on each unwanted plant and still then left with a dying stem is NOT the better living through chemistry we had planned. Let us remember liberty. We once had pigs and goats and clean water and freedom. Now many have come to live as slaves, trying to pay bills, now people don't have much time to vote or keep up with their yards or fight for their rights.
Could Arimo today survive the great depression as they did in the past?
Who is left that has the time, the energy, and the knowledge of permaculture to fix Arimo's weed problem? They told the goats they could not go out, around the neighborhood, to eat the weeds, because they were caught being bad. There were the pigs, but the fear of silent but deadly pig farts possible floating over a block, was just too much for the city council to stand.
I think Arimo is ready, for the heroes of the future to rise and bring sustainable permaculture, but how many of Arimo's residence have time to go over the 4 page Comprehensive plan, that really isn't even a plan, not even with the references. It fails to state exactly how the residence of Arimo, plan to win the battle of the weeds or deal with the problems caused by previous ineffective weed and mosquito abatement chemicals...
The poison them till they die, plans of the road commissions have proven ineffective at dealing with weeds, and population growth should be met with sustainable permaculture. Lets not think of the sky as a limit anymore. Lets hold Monsanto and other companies to, the better living through chemistry they promised us and use chemistry to take space instead of engaging in a never ending war with nature. Please learn orbital theory, we don't have to break up the nucleus of atoms with violent collisions to get the energy out.
