Why the U.S. has not Apologized

Perhaps ze didn't fill out the Apology request form properly? If ze gets an official apology denial than ze can begin the apology appeal process, otherwise ze can call the apology department and then ze can call 3 different phone numbers to see if they have hir Apology request form, if they do not have hir Apology request form then ze will have to send another one, but if they have hir Apology request form it will slow down the process.
Are you saying it is unreasonable to expect apology applicants to fill out a hundred page form? Will it is the rules, ze will have to fill out the paperwork just like everyone else.
